“Tanzilandiya” kindergarten: Linked to Kudbiev family? (video)

Following the recent revelations of extreme misconduct by teachers at the private kindergarten "Tanzilandiya", located in Tashkent’s Mirzo Ulugbek district, questions have emerged regarding its ownership and leadership. Reports circulating on social media suggest that this is not the first such incident at the kindergarten, and that similar cases in the past may have been downplayed.  

Public records indicate that "Tanzilandiya", which has been operating since 2019, is led by Dilrabo Tursunova (Kudbieva). Kudbieva herself confirmed this on her Instagram page, stating that she holds a 7% ownership stake in the kindergarten. Additionally, two other individuals are listed as founders: Maksuda Kudbieva, who owns 66%, and Muhiba Karshieva, who holds 27%.  

According to available data, Dilrabo Kudbieva is the sister of Sherzod Kudbiev, the chairman of Uzbekistan’s Tax Committee. She graduated from the Fergana Polytechnic Institute and holds a doctorate in economics.  

During a press conference on February 28 at the Agency for Information and Mass Communications, a QALAMPIR.UZ journalist sought clarification from the Ministry of Preschool and School Education regarding the kindergarten's ownership. Ministry representatives responded that this matter does not fall within their jurisdiction.  

"The ownership of "Tanzilandiya" is not within the ministry’s jurisdiction. Our role is to ensure compliance with licensing requirements and conditions, not to determine ownership. It would be incorrect for me to make any claims regarding who the kindergarten belongs to. Relevant authorities should conduct an investigation and issue an official conclusion," stated Sardor Rajabov, Deputy Minister of Preschool and School Education.  

The controversy surrounding "Tanzilandiya" follows recent cases of child mistreatment at private kindergartens in Tashkent. In the Mirzo Ulugbek district, educators at "Tanzilandiya" were caught mistreating children, while in the Yunusabad district, staff at the non-governmental preschool "First Daycare" reportedly restrained a child with sticky tape for refusing to eat. In response, Bakhrom Abdullaev, Chairman of the Senate Committee on Science, Education, and Health Affairs, sent a formal request to Minister of Preschool and School Education Hilola Umarova, urging action.  

At the same press conference on February 28, Sardor Rajabov announced that the ministry has formally appealed to the court for an appropriate ruling against "Tanzilandiya" kindergarten.
