Senator's inquiry sent to Minister Umarova after incident in “Tanzilandiya”

13396A video recently circulated on social media showing teachers at the private kindergarten "Tanzilandiya" in Tashkent's Mirzo Ulugbek district behaving aggressively toward children. Following this, a senator’s inquiry was sent to the Minister of Preschool and School Education, Hilola Umarova. This was reported by the Senate of the Oliy Majlis.
According to official data, there are 38,058 preschool educational organizations in Uzbekistan, of which 31,139 are non-governmental. Currently, 946,540 children are enrolled in these private preschools.
"Despite the positive progress in the sector, certain problems raise serious concerns. Article 26 of the Constitution of Uzbekistan states that no one shall be subjected to torture, violence, or other cruel, inhuman, or degrading treatment, while Article 78 guarantees the protection of childhood by the state," the Senate statement noted.
However, reports from social media reveal cases of violence against children in some preschools. As a result, Bahrom Abdullaev, Chairman of the Senate Committee on Science, Education, and Health, sent a formal inquiry to Minister Umarova, seeking clarification on the issue.
The inquiry highlighted that recent cases of abuse have been recorded in multiple private kindergartens. Apart from the "Tanzilandiya" case, another incident occurred at the "First Daycare" preschool in the Yunusabad district, where an educator and an assistant taped a child to a chair for refusing to eat.
"The increasing number of such cases suggests that oversight of educational services and child welfare in preschools—especially private ones—is insufficient. With 31,139 non-governmental and 6,919 state preschool institutions operating nationwide, there is no guarantee that such incidents will not continue," the Senate report emphasized.
The senator has requested the minister to explain the root causes of violence in preschools and outline the measures being taken to prevent further cases.
