On June 16, during a videoconference meeting chaired by President Shavkat Mirziyoyev, the work of the Supervisory Inspection of the Presidential Administration was critically reviewed.
“Why has the Supervisory Inspection been given so much authority? Instead of simply reporting problems to ministers to make them look good, why doesn’t it conduct thorough studies and recommend holding those responsible accountable?” the President asked.
Citing numerous shortcomings and inefficiencies in its activities, the President announced that the Supervisory Inspection would be abolished effective immediately.
In its place, a new system will be created to strengthen executive discipline and address public concerns more effectively.
Going forward, the Accounts Chamber will assume responsibility for overseeing executive discipline, with its powers significantly expanded. The Chamber will no longer limit itself to monitoring the proper use of budget funds but will also assess the outcomes of spending—specifically, what results were achieved and the level of public satisfaction.
The Chairman of the Accounts Chamber will be tasked with analyzing the effectiveness of each presidential resolution and submitting monthly reports to the President, highlighting weak areas, underperforming officials, and ineffective systems.
Additionally, the Accounts Chamber will roll out the “People’s Control” electronic portal across the country within a month. This platform, which has already proven successful in Tashkent, will allow citizens to report problems in construction, infrastructure, and public works by sending photos and precise locations via a mobile app.
Once an issue is resolved, a follow-up photo will confirm the solution. Governors’ performance will be evaluated daily based on how quickly and effectively they respond to reported issues. This system will serve as a unified platform for public complaints, connecting all ministries, departments, and local authorities.
For context, the Supervisory Inspection of the Presidential Administration was established in August 2022 to monitor the strict implementation of presidential decrees and orders. The department was headed by Saidlaziz Saidkarimov.
