Starting from August 1, 2025, a number of legislative changes will be implemented in Uzbekistan. QALAMPIR.UZ has compiled a list of some of the key updates.
Wages to increase in all governments
To create a more attractive and effective work environment, wages will be increased in all regional and district governments from August 1. Employees will also receive monthly bonuses and additional incentives based on performance. This was announced on June 16 during a videoconference chaired by President Shavkat Mirziyoyev, which reviewed the effectiveness of ongoing reforms, regional developments, and issues concerning the population.
Those in debt for garbage services will be restricted from paying for electricity
From August 1, 2025, restrictions will come into force for consumers who have outstanding debts for garbage collection services—they will be temporarily unable to pay for electricity until their debts are cleared.
This measure is part of the Law of the Republic of Uzbekistan “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan to Strengthen Payment Discipline in the Field of Waste Collection and Removal Services,” adopted on March 7, 2025. According to the law, by the 3rd of each month, information on debtor subscribers across the country will be transferred from the “Clean Space” electronic billing system of the Agency for Waste Management and Circular Economy Development to the billing system of “Territorial Electric Networks” JSC.
By the 5th of each month, SMS notifications will be sent to debtor subscribers via the short number “2100.” Subscribers will then be given a five-day grace period to clear their debts. If the debt is not repaid within this period, the ability to pay for electricity will be temporarily suspended. This restriction will be lifted automatically once the outstanding amount is paid.
This procedure does not apply to debts incurred before June 30, 2025. It will apply only to debts accumulated from July 1, 2025, onward.
Salaries and scholarships to be increased
Starting August 1, 2025, salaries and scholarships for employees of budget organizations will be increased by 10 percent. From this date, the minimum wage will be set at 1,271,000 soums per month, and the basic calculation amount will be set at 412,000 soums.
The increased costs for salaries, pensions, scholarships, and social benefits will be funded by the State Budget of the Republic of Uzbekistan and the Extra-Budgetary Pension Fund under the Ministry of Economy and Finance.
Deputy Prime Minister Jamshid Kuchkarov has been appointed responsible and personally accountable for ensuring implementation of the presidential decree. Prime Minister Abdulla Aripov is tasked with discussing, coordinating, and overseeing the implementation process by responsible organizations.
Basic calculation amount to be increased
The minimum wage will increase from 1,155,000 soums to 1,271,000 soums.
The basic calculation amount will also rise—from 375,000 soums to 412,000 soums.
Fines to increase
As a result of the updated basic calculation amount, fines for various violations will also increase. For instance:
- Not wearing a seat belt – 206,000 soums
- Not having a technical inspection or first aid kit – 206,000 soums
- Driving a vehicle without documents – 412,000 soums
- Driving a vehicle without insurance – 412,000 soums
- Running a red light – 824,000 soums
- Illegal parking – 824,000 soums
- Driving a vehicle without a license plate – 2,060,000 soums
- Exceeding the speed limit by 20 km/h – 412,000 soums
- Exceeding the speed limit by 20–40 km/h – 2,060,000 soums
- Exceeding the speed limit by 40–60 km/h – 3,708,000 soums
- Exceeding the speed limit by more than 60 km/h – 6,180,000 soums
- Driving in the opposite lane – 4,120,000 soums
- Driving while intoxicated – 10,300,000 soums and disqualification from driving for up to 3 years
- Unauthorized vehicle coloring – 10,300,000 soums
- Repeated unauthorized use of tinted windows (“tonirovka”) within a year – 16,480,000 soums
Additionally, according to the Code of Administrative Responsibility:
- A fine of 412,000 to 1,236,000 soums will be imposed for dumping waste in unauthorized locations
- A fine of 137,000 soums will be imposed for smoking in public places
The weight of civil servants will be monitored
In Uzbekistan, the body weight of civil servants will now be measured, and this information will be posted on a dedicated platform. This is outlined in the Presidential Decree “On Measures to Organize the State Civil Service Based on New Approaches and Form a Professional and Efficient Corps of Civil Servants”, adopted on June 19.
According to the decree, beginning August 1 of this year, physical education and exercise activities will be held at state institutions and organizations during designated times on each working day.
In collaboration with employee representative bodies, state institutions will:
- establish sports zones within organizational premises, where possible;
- ensure conditions are created for employees to engage in physical activity;
- assign sports coordinators to measure employees’ body mass index and regularly enter the data into the “hrm.argos.uz” platform.
These measures are intended to promote a healthy lifestyle among civil servants.
Some families to receive daycare fee reimbursements
Compensation funds will be allocated from the state budget and distributed to non-governmental preschool education organizations serving families.
