Starting from March 1, 2025, several legislative changes will take effect in Uzbekistan. QALAMPIR.UZ has compiled a list of these updates.
Mobile professional development services will be launched for kindergarten teachers
The Ministry of Preschool and School Education, together with the Ministry of Higher Education, Science, and Innovation, is required to improve training, retraining, and professional development programs for kindergarten teachers based on the newly developed professional standard by March 1.
Additionally, mobile professional development services will be introduced on a pilot basis for kindergarten teachers in remote regions of the country.
These services will be organized by the pedagogical skill centers of the Republic of Karakalpakstan and the regions, using specially equipped buses designed as mobile classrooms. Each bus will have four classrooms.
Teachers from non-state and private kindergartens will have access to these services on a paid basis. The buses will be equipped using funds from the World Bank.
Additional administrative powers will be granted to district and city governments
From March 1, 2025, real estate properties owned by local government bodies, with an area of up to 10,000 square meters and an estimated value of no more than 5,000 MZN, that have not been sold within six months, will be directly leased to entrepreneurs for a period of 10 years. This will be contingent on launching a new project and creating jobs within two years.
Entrepreneurs who have made continuous rent payments for state property for four years and have fulfilled the terms of their lease agreements may also purchase these properties at their estimated value.
Additionally, local and foreign specialists or organizations providing training in obtaining internationally recognized foreign language and qualification certificates may lease such properties for the first year without paying rent, with the option to extend the lease later.
Employment monitoring will move online
A presidential decree has approved a program to provide the population with gainful employment and establish target indicators. From March 1, the process of vocational training and job placement will be digitally monitored.
Increased compensation for military personnel renting housing
From March 1, 2025, until the end of the year, monthly cash compensation for renting housing will be provided to military personnel of the Armed Forces, including ordinary soldiers, sergeants, and officers serving under contract who have not been allocated housing under the current budget.
Amendments and additions to certain presidential resolutions include:
- From March 1, 2025, the monthly housing rental compensation for military personnel will increase by 20%.
- From June 1, 2025, the initial down payment for mortgage loans allocated to military personnel who have completed more than 10 years of service will be set at 35% of the estimated housing cost, in accordance with approved legislative indicators.
Furthermore, monthly compensation for renting housing will be established as follows:
- In Tashkent: up to 4.8 times the minimum wage.
- In Nukus and regional centers: up to 3.6 times the minimum wage.
- In other cities, district centers, and settlements: up to 2.4 times the minimum wage.
If the military personnel’s family consists of three or more members, the compensation amount will be increased by 50%.
Court fees will be reduced when disputes are settled amicably
To encourage dispute resolution through mutual agreement, a portion of the state fee will be refunded when court proceedings are terminated due to a settlement between the parties. The refund will be:
- 70% for cases settled in the court of first instance.
- 30% for cases settled during appeal or cassation.
Some citizens will receive financial assistance for their children's kindergarten expenses
Single mothers or fathers will receive financial assistance amounting to 1.5 times the minimum wage (375 thousand sums), i.e., up to 562 thousand sums, for one child to access preschool education services until the child reaches the age of three. In the case of twins, funds will be provided for each child.
Pensions will be assigned automatically without requiring any documents
A procedure will be introduced to automatically assign age-related pensions to men upon reaching the age of 60 and women upon reaching the age of 55, without the need for an application.
In this process, information such as a citizen's work experience, salary (amount of social tax paid), and family composition (spouse and children) will be retrieved from the information systems of relevant ministries and departments.
Currently, upon reaching retirement age, citizens must apply to the Pension Fund department, the State Services Center, or the Unified Portal to request pension assignment. Under the new procedure, there will be no need to collect additional documents or visit the territorial branch of the fund.
Additionally, a procedure will be introduced allowing citizens to decline the automatically assigned age pension if they wish to continue working beyond retirement age.
Issuance of ecological stickers to begin
According to the relevant resolution of the Cabinet of Ministers, the implementation of the “Ecological Transport” system will be carried out in stages starting from March 1. The system includes the following measures:
- Dividing territories into “clean,” “medium,” and “harmful” ecological zones, marked with green, yellow, and red colors, based on real-time atmospheric air conditions, advanced foreign experience, and innovative technologies.
- Classifying vehicles into “clean,” “medium,” and “harmful” environmental categories, also marked with green, yellow, and red colors, by assessing their compliance with environmental standards during diagnostic checks through an automated system. Based on the results, vehicles will receive environmental stickers with electronic markings protected against counterfeiting.
- Introducing environmental compensation payments for vehicles that do not meet the ecological standards of a specific zone or restricting/prohibiting their use in such areas.
Starting from March 1, 2025, the process of assessing vehicles' compliance with standards and issuing environmental stickers will be conducted in stages during the registration and re-registration of vehicles at the State Road Safety Service departments. No separate fee will be charged for these services.
The “Ecological Transport” system will be implemented in three stages:
- The first stage (2025-2026) in Tashkent.
- The second stage (2026-2028) in Nukus, regional centers, and specific ecological zones such as tourist centers, nature reserves, and health and recreation centers.
- The third stage (2028-2030) in all remaining regions.
