Anti-competitive decisions of governors were canceled in Jizzakh

4208The decisions of several district governors in Jizzakh were overturned due to anti-competitive practices, as reported by the Competition Committee.
According to the Committee, during the first half of 2024, the Jizzakh regional administration reviewed 2,297 decisions, 1,662 orders, and 148 internal meetings to ensure compliance with Uzbekistan's Competition Law across 10 district administrations and 9 local state bodies. They processed a total of 38,925 legal documents, including 1,750 orders, 31,577 outgoing letters, and 1,491 other documents.
Out of these, 124 documents were found to violate the Competition Law, comprising 78 decisions, 32 orders, and 14 final letters.
It is reported that:
- According to a directive from the Bakhmal district governor dated May 31, 2023, the district working group overseeing the implementation of the "20 thousand entrepreneurs - 500 thousand qualified specialists" program comprises executives from JSC "Agrobank," JSC "Khalq Bank," "Mikrokreditbank," "Turonbank," BJSC Bakhmal, and the head of the district department of "Uzagrosugurta."
- According to a decision by the Dostlik district governor on December 28, 2023, the committee responsible for vehicle technical inspections in the district includes leaders from private companies such as "Jahongir Kamoltrans auto," an engineer from "Toxirbek Servis" LLC, and the head of the branch of "Ali-Oil," among others, with their respective premises selected for inspection.
- Based on a letter from the Zafarabad district governor dated June 14, 2023, the governor of the Jizzakh region was advised to appoint "Imronbek-Imona" LLC as the general contractor for the 2023 program's construction projects.
- Following the decision of the Mirzachol district governor on March 10, 2023, the district commission for mandatory vehicle technical inspections includes the director of Mirzacholtrans LLC and a senior foreman from Umid Quick Repair LLC.
- As per the decision of the Forish district governor on January 20, 2023, the district commission for annual state vehicle technical inspections comprises the manager of "Uzbekinvest" JSC's insurance company, and executives from the Forish district branch of JSC "Khalqbanki.”
- Submissions have been made to seven districts—Zarbdar, Dostlik, Arnasoy, Mirzachol, Yangiabad, Forish, and Bakhmal—based on Cabinet of Ministers Decision No. 694 dated December 29, 2023. This decision aims to halt and prevent future law violations.
Four cases have been initiated based on Cabinet of Ministers Decision No. 225 of October 12, 2005, and the approved regulations for the district administrations of Gallaorol, Pakhtakor, Zafarabad, and the Regional Department of Culture. Instructions were issued by the regional special commission.
Additionally, a case was previously initiated against "Maxam-Chirchiq" JSC regarding an unjustified increase in prices in the mineral fertilizer market.
