6024The status of labor rights and protections in all organizations across Uzbekistan, irrespective of ownership structure, will now be assessed through an online rating system. This follows the Presidential Decree "On Measures to Improve State Policy and Increase Efficiency in the Field of Poverty Reduction and Employment," adopted on October 4.
As part of the decree, the government plans to launch 1,000 projects for processing agricultural products and establishing small production facilities by December 1, 2025, in areas with little to no industrial presence, and an additional 2,000 projects in 2026.
To address employment needs, vocational skills centers will be established under the "Ishga Marhamat" mono-centers and existing vocational training facilities, along with the following initiatives:
- From January 1, 2025: Fast-track courses with flexible training periods will be launched to cater to employer needs.
- From March 1, 2025: A new system will be introduced allowing workers to develop practical skills directly at their workplaces.
- By January 1, 2026: Vocational skills centers will gain accreditation from international assessment organizations, and their graduates will receive qualification passports recognized abroad.
- By July 1, 2026: A professional qualification assessment center will be established, in line with international standards, to issue certificates recognized internationally.
Furthermore, beginning March 1, 2025, state labor inspection officials and their regional counterparts will be granted authority to impose fines on organizations for failing to comply with labor rights, labor protection laws, employer liability insurance, and employment regulations.
