9730In Uzbekistan, liability for «road hooliganism» that is intentional disorderly driving of a vehicle, or resistance to traffic patrol officers has been established, as reported by Lieutenant General, Internal Affairs Minister of Uzbekistan Polat Bobojonov.
According to the account, road safety legislation will be improved.
In particular, it will determine fines for issuing a driver's license without training.
It is no secret that in recent years there have been cases of illegal interference, obstruction and resistance to activities of road patrol service personnel. Therefore, measures will be taken to prevent this. The rights of officers to use personal protective equipment and active protection will be enhanced.
A system of penalty points will be introduced for drivers who violate the traffic rules. If the total amount of penalty points appointed to the driver for offenses committed within 12 months exceeds 12 points, the driver will be deprived of the right to drive the vehicle. Drivers who don’t break the rules will get bonus points.
Another important task is to develop a new version of the Traffic Laws based on international standards. In particular, speed limits for vehicles in the central streets of Tashkent and other major cities will be reviewed, the Minister commented.
In addition, the organization, management, and control of traffic on highways will be digitized. A driving school with a complete training base and examination centers with modern auditoriums, equipment for theoretical and practical training, as well as a full teaching base will be formed. Traffic-intensive intersections in regional centers and later in other urban (district) centers will be managed digitally.
The introduction of digital technologies that limit the influence of the «human factor» based on artificial intelligence on the work of staff in the field will eliminate useful interaction among officers and citizens.
