Pensions are provided through a social card in Uzbekistan

33520From October 1, 2025, pensioners will be granted the right to receive age, disability, and survivor's pensions through a social card. This provision is outlined in the President's decree of July 18, 2024, titled "On the Fundamental Improvement of the Procedure for Social Support of the Population by the State."
According to the decree, the following support measures will be implemented through the AT "Social Card":
- Newly appointed social payments, services, and benefits starting from December 1, 2024.
- From April 1, 2025, in stages, the approval of the status of a person with a disability, a student, a pupil, a war participant, or a person equivalent to a war participant.
In this process, the paper form of disability certificates, student certificates, pupil's certificates, war veterans' certificates, or certificates for equivalent persons will be replaced by the social card. Additionally:
- Privileges for the use of public car, rail, air, and river transport, non-directed taxi services for disabled persons, and other categories of the population eligible for preferential use of these services.
- Benefits for free or partial payment for visits to public social facilities, concerts, and other events are regulated on the basis of the system of entrance ticket operations.
- From July 1, 2025, the refund of the amount of VAT paid for the purchase of specified goods (services) to those included in the "Unified Register of Social Protection" within one working day.
- From October 1, 2025, the provision of social services and assistance, subsidies, grants, benefits, and social guarantees, as well as other material payments funded by the government. Specifically, pensioners will have the right to receive old-age, disability, and survivor's pensions through a social card.
Additionally, from January 1, 2026, the use of other benefits and social guarantees established by legislation.
It is worth noting that at the beginning of this year, the procedure for counting citizens aged 16 and older was introduced in Uzbekistan's accumulated pension system. Pensions were increased following the President's decree, and from May 1, 2024, the minimum consumption expenditure was set at 648,000 soums. Changes to the pension system are also anticipated.
