Requirements for tour operators to organize the Umrah pilgrimage are changing

Uzbekistan is introducing a new licensable activity for organizing and conducting Umrah pilgrimages. This was discussed at the fifty-second plenary session of the Senate of the Oliy Majlis on May 18.

During the meeting, it was noted that in recent years, citizens have faced various issues while going on Umrah pilgrimages.

Specifically, some tour operators have failed to deliver on their advertising promises regarding Umrah trips. Issues have included problems with hotel accommodations at the destination and frequent flight delays for pilgrims.

The senators discussed the Law "On Amendments and Additions to Certain Legislative Documents of the Republic of Uzbekistan," which aims to address these problems.

"This law was developed to create appropriate conditions for pilgrims to perform Umrah properly and safely, protect their rights and legal interests abroad, and ensure they receive guaranteed services.

The law introduces several amendments and additions to the laws "On Licensing, Permitting and Notification Procedures" and "On State Duty" of the Republic of Uzbekistan.

A new form of licensable activity is being introduced to manage and oversee "Umra" events, as stated on the Senate's website. This license, issued by the Committee on Religious Affairs, requires a state fee of ten times the base calculation amount,” the report stated. 

Under this legislation, acquiring a permit for operating the State procurement electronic system operator is now among the activities necessitating a permit and relevant documentation.

Moreover, adjustments are being made to the range of fines applicable to legal entities for violations related to licensing, permitting, and notification procedures.

Engaging in Umrah activities without proper licensing or using falsified documents to obtain licenses will incur a fine of 200 times the base calculation amount.

Senators emphasize that the enactment of this law aims to ensure citizens can undertake their most sacred duties safely and freely, safeguard their rights and freedoms, deter various fraudulent activities, and, most importantly, ensure state protection for every citizen throughout this process.

The law has been approved by the senators.
