Former head of “Tashshahartranshizmat” released after 7.5 years in prison

In February of this year, Anvar Jorayev, the former head of “Tashshahartranshizmat” JSC, who had been convicted of embezzlement of state property and fraud and sentenced to 7.5 years in prison, was released. QALAMPIR.UZ has reviewed the court verdict.
The case was reviewed by the appellate instance of the Tashkent City Court for criminal cases. On June 5, 2025, the appellate court revised the original sentence and changed the terms of punishment. Anvar Jorayev was banned from holding positions involving official or material responsibility within the “Tashshahartranshizmat” system for three years and was instead sentenced to 4.5 years of restriction of liberty.
As part of the new sentence, Jorayev is prohibited from changing his place of residence without permission from the supervisory authority, from leaving Uzbekistan, and from participating in public or other events. The preventive measure of detention was canceled, and he was released from the courtroom.
Abduzhamil Azizov, who served as Jorayev’s deputy, received a similar sentence—4.5 years of restriction of liberty and a three-year ban on holding positions of official or material responsibility within “Tashshahartranshizmat.” He, too, was released directly from the courtroom.
Other defendants in the same criminal case, who had previously been sentenced to imprisonment, also had their punishments replaced with restriction of liberty. The court ordered that certain individuals pay financial compensation, and in some cases, their real estate is to be confiscated and transferred to the state.
It should be recalled that in February 2024, Anvar Jorayev, then chairman of the board of “Tashshahartranshizmat” JSC, was arrested. Following operational-search measures by the State Security Service targeting the transport sector, several legal violations were uncovered within the organization. Investigators found that Jorayev, in collusion with heads of bus depot branches, had caused significant economic harm to the state by embezzling spare parts and fuel from bus depots.
