The time has come to adopt the Law “On the Status of the Capital of the Republic of Uzbekistan,” which will define the legal, economic, and organizational foundations of Tashkent’s activities. This was announced today, December 16, by President Shavkat Mirziyoyev at a meeting dedicated to reviewing the work carried out in Tashkent and setting new goals for the coming year.
“The capital is the political, administrative, economic, and cultural center of the state. Managing, developing, and protecting the capital requires special approaches,” the head of state said.
In this regard, it was proposed to grant the Tashkent City Council the authority to allocate 20 percent of the portion of excess revenues returned to the local budget among the city’s districts. In addition, Tashkent city and district governors would be allowed, in agreement with local councils, to place available funds in deposits.
Overall, it was emphasized that the time has come to adopt the Law “On the Status of the Capital of the Republic of Uzbekistan,” which would comprehensively regulate the legal, economic, and organizational framework of Tashkent’s operations.
It was also stressed that the capital should take the lead in increasing the effectiveness of the “mahalla seven” system.
Starting from 2026, a new system will be introduced in Tashkent: the “mahalla seven” will be fully transferred under the authority of the city administration. Deputy mayors were instructed to develop new KPI-based performance approaches for each member of the “mahalla seven” and to eliminate excessive bureaucracy, including redundant reporting within the system.
“The ‘seven’ should not be focused on reports, but on easing people’s daily difficulties,” the President said.
