Teachers without language certificates requested not to be dismissed

The Ministry of Preschool and School Education has been urged not to dismiss foreign language teachers who do not possess a language certificate at the B2 level. A corresponding appeal was signed by the Deputy Chairman of the Republican Council of the Trade Union of Education and Science Workers of Uzbekistan.
The appeal refers to paragraph 9 of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan titled “On Measures to Effectively Organize the Popularization of Foreign Language Learning in State Educational Institutions.” According to this document, by the 2025/2026 academic year, all foreign language teachers working in general secondary, secondary specialized, and vocational educational institutions must hold a national certificate of at least B2 level or an equivalent international certificate. However, the resolution does not contain provisions for terminating employment contracts in the absence of such certification.
The Council emphasized that terminating the contracts of currently employed teachers who lack a national B2-level certificate or its international equivalent is considered unlawful.
It also called on the Ministry to issue an official directive to regional organizations and employers to halt dismissals of foreign language teachers who do not hold the required certificates. Additionally, the Council proposed that disciplinary action be taken against responsible staff or employers who unlawfully terminate such contracts. It recommended preparing proposals to amend paragraph 9 of Cabinet of Ministers Resolution No. 312 dated May 19, 2021, and stressed the importance of preventing any discrimination against foreign language teachers. The Council stated that the current legal basis for such dismissals is insufficient.
