An employee from the Department of Internal Affairs handcuffed and beat a man in a hospital in Surkhandarya

The Department of Internal Affairs of Surkhandarya region has responded to a concerning incident that recently gained attention through a video circulating on social media.  The footage depicted an employee of the department engaging in the mistreatment and physical abuse of a handcuffed citizen within a hospital setting.

According to available information, the incident took place on the 7th of May this year at 01:10 a.m.  A female resident named SS., residing in the "Shaffof" neighborhood of the Muzrabot district, Surkhandarya region, contacted the duty department of the district's Internal Affairs Department to report an altercation.  A stranger had repeatedly knocked on her door and engaged in a verbal argument and physical altercation.

Responding to the call, M.A., an employee of the Department of Internal Affairs in the Muzrabot district who was on night duty, proceeded to the address provided.  Upon arrival, it was discovered that the individual causing the disturbance, citizen U.P., was heavily intoxicated.  As it is a legal requirement for individuals to comply with law enforcement officers while in a sober state, U.P. was transported to the inter-district center for medical assistance at the Muzrabot District Medical Center, which specializes in providing care for individuals under the influence of alcohol.

Within the medical facility, the intoxicated citizen continued to disrupt the peace of other patients who were undergoing treatment.  Ignoring the lawful instructions provided to him, U.P. persistently directed offensive and abusive language towards both the staff and patients. To restore calm and ensure the well-being of everyone involved, the employee of the Department of Internal Affairs made earnest attempts to de-escalate the situation. It is worth noting that the officials from the Internal Affairs Department of Surkhandarya Region are presently conducting an internal investigation to examine the conduct of the employee involved in the incident.
