Taxman heads the Healthcare sector while surgeon manages the Ministry of Sports Development

22987As previously reported, the Uzbekistan Ministry for Tourism and Sports has been abolished and the Ministry of Tourism and Cultural Heritage and the Ministry of Sports Development have been established.
The President of Uzbekistan, Shavkat Mirziyoyev appointed Aziz Abduhakimov as Deputy Prime Minister and also, the Minister of Tourism and Cultural Heritage. Adham Ikramov was appointed as Minister of Sports Development.
These two candidates were previously approved by the MPs of the Legislative Chamber of the Oliy Majlis (Parliament).
This situation gives rise to the question: Who now is the head of the newly established Ministry of Sports Development? Is he knowledgeable about sports? Does he have funds available to develop sports?
Adham Ikramov who has been working as the Chairman of the Chamber of Commerce and Industry of Uzbekistan from June 20, 2017, to the present day is actually a surgeon by profession. He was born on 20 December 1968 in Tashkent, into a family of geologists.
From 1985 to 1992 he studied at the Military Medical Academy named after S.M. Kirov (Leningrad) and the First Tashkent State Medical Institute, from which he graduated with distinction.
According to public information on Wikipedia, Adham Ikramov started his work as a surgeon in 1994 at the Republican Specialized Surgery Center, named after academic V. Vokhidov. However, there is no record in his biography of what he had done two years prior to starting his career in 1994. According to the report of QALAMPIR.UZ, he had previously worked as an anesthetist.
He later became the head of the radiology department of the Republican Specialized Surgery Center named Vakhidova, where he rose from both doctor and Head of Department to Deputy Director.
In 2007, Ikramov was invited by President Islam Karimov to the Ministry of Health and appointed First Deputy Minister.
On 25 April 2009, President Islam Karimov appointed Adham Ikramov as Minister of Health.
On August 7, 2012, Adham Ikramov became Deputy Prime Minister, as well as Head of the Complex of Health, Education and Science, and Social Protection.
With the inauguration of President of the Republic of Uzbekistan Shavkat Mirziyoev on 14 December 2016 Adham Ikramov was appointed Deputy Prime Minister—Minister of Health, as well as the Head of the complexes of Healthcare, Ecology and Environment, Physical Education and Sports.
Adham Ikramov was also appointed to the position of the head of the Fencing Federation of Uzbekistan on September 19, 2016.
Adham Ikramov was a member of the Executive Committee of WHO from the Republic of Uzbekistan in 2011-2012.
By decree of the President of the Republic of Uzbekistan in 2011 he was awarded the Order «For selfless service», and in 2018 – the Order “Labor Glory”.
That raises the question: Were the Members of the Parliament acquainted with the biography of Adham Ikramov when considering his candidacy for the post of Minister of Sports Development? If so, how can a doctor who has spent his entire life in medicine become involved in sports? In addition to his position, he also served as head of the fencing federation, but it does not mean that a doctor can control the Sports Ministry.
Until when will a taxman be head to healthcare, a singer to the field of culture, a journalist to cinema and a surgeon to Central Election Commission? Isn't this the root cause of staffing problems and ignorance in the field? Rustam Shoabdurakhmanov, Chairman of the National Olympic Committee since 2019, was also dismissed yesterday. What benefit could Shoabdurahmanov made-who came from the mayor's office and had nothing to do with sports? The answer in unknown.
If the head of teacher’s staff is not aware of the problems of the teacher, or unless the executive of doctors team lives daily care of the doctor in spite of being a good economist, will the existing problems be solved?
In 2018, the Ministry of Physical Education and Sport was established, and it was headed by the economist Dilmurod Nabiyev. But also it wasn’t successful. The Ministry was soon disbanded and combined with the Ministry of Tourism. It has now been separated again. This time surgeon took the post. In fact, this is comparable to the results of Dr. Adham Ikramov's tenure as head of the Chamber of Commerce and Industry over the past five years.
