8151Social media reports indicated that the citizen taken to the DIA building in the Rishton district of the Fergana region lost consciousness and was admitted to intensive care. The regional Department of Internal Affairs provided an official statement regarding the incident.
On July 4, in the Gumbaz neighborhood of Rishton district, citizen R.M. (featured in the video) was driving a Cobalt in the wrong direction and attempted to park in a "No Parking" zone. When DIA officers tried to inform him of the violation, R.M. insulted them and drove his vehicle over citizens and DIA officers present at the scene.
The offender was then subdued and forcibly taken to the DIA base. His brother, M.R., arrived at the base, shouted, and resisted the employees.
During this time, R.M. had a seizure and lost consciousness (R.M. suffers from epilepsy due to a previous car accident). He received emergency medical care and was sent home.
Reports indicate that the medical examination found no injuries to the citizen. Currently, legal documents for R.M. and his brother M.R. have been prepared under Article 183 (petty bullying), Article 194 (failure to comply with legal requirements of internal affairs officers), and Article 195 (resisting the duties of internal affairs officers) of the Code of Administrative Responsibility, and sent to court for action. Additionally, a service audit has been initiated to assess the employees' actions legally.
