President signs a decree to support entrepreneurs

In a move aimed at supporting entrepreneurs, President Shavkat Mirziyoyev has signed a decree titled “On Measures to Reliably Protect the Rights and Legitimate Interests of Entrepreneurs.” The decree introduces several important changes designed to reduce administrative burdens and ensure a more business-friendly environment in Uzbekistan.

Starting January 1, 2025, the decree abolishes financial penalties for individuals conducting entrepreneurial activities without state registration as individual entrepreneurs. Additionally, an electronic system called “Risk Analysis” will be introduced to classify the risk levels of business activities. Businesses categorized as low risk will be exempt from inspections by regulatory bodies.

The decree also eliminates administrative liability for violations related to fiscal signage, mandatory digital marking of goods, and the concealment of employee numbers.

From March 1, 2025, a new measure will offer a 70% refund of the state duty in the first instance of court proceedings, and 30% for appeals and cassation cases, in cases where an amicable agreement is reached between the parties.

Moreover, the decree establishes a procedure requiring all business inspections to be notified to the Business Ombudsman through the “Single State Control” information system. If an inspection occurs without prior identification of the business entity being inspected, the Business Ombudsman must be informed within 24 hours.

These reforms are aimed at creating a more supportive environment for entrepreneurship in Uzbekistan, making it easier for businesses to operate and reducing unnecessary bureaucratic hurdles.
