At a video conference meeting held on January 27 at the Guard Directorate under the Main Department of Internal Affairs, President Shavkat Mirziyoyev sharply criticized the performance of law enforcement and supervisory bodies in the capital. The head of state stressed that while Tashkent should serve as a model for the entire country, responsible officials have still failed to abandon outdated working methods.
During the meeting, the activities of the heads of Tashkent’s law enforcement agencies—including the прокуратура, internal affairs, security services, the National Guard, courts, justice bodies, customs, and tax authorities—were deemed unsatisfactory. In particular, it was noted that instead of preventing crime, some officials were focused mainly on appearances and formal routines.
The president pointed out that preventive work in the capital was poorly organized and that prevention inspectors were often diverted from their core duties and assigned to other tasks, making them absent from neighborhoods. Inspections ordered by the president revealed that in some neighborhoods, inspectors were not present at their workplaces.
As a result of the video conference, Deputy Minister of Internal Affairs Bekmurod Abdullayev and Head of the Republican Prevention Department Hotam Qodirov were dismissed from their positions. The decision was attributed to insufficient interagency coordination in ensuring public safety at major markets and crowded areas. It was reported that last year, 87 crimes were committed in markets and parks, and 774 fires were recorded in the capital.
The president also criticized the lack of determination in combating drug-related crime, noting that the number of drug-related offenses in Tashkent had exceeded 4,000. He further emphasized that the involvement of some Uzbek citizens abroad in organized criminal groups was seriously damaging the country’s international image.
The situation in the tax system also came under sharp criticism. First Deputy Chairman of the Tax Committee Mubin Mirzayev was dismissed due to negligence and irresponsibility. The president instructed the chairman of the Tax Committee to remove all district tax inspection heads in Tashkent from their posts and retain them only as acting officials.
It was also revealed during the meeting that 186 billion soums in budget funds had been misappropriated through public procurement within the system of the Ministry of Internal Affairs. Criminal cases were initiated against Deputy Minister Bekmurod Abdullayev and department head Rustam Tursunov. Overall, damage amounting to 4.2 trillion soums was caused through corruption schemes, of which 1.3 trillion soums has been recovered, and 55 individuals have been detained.
