Ombudsman may submit a “special report” to the President

In Uzbekistan, the Human Rights Representative (Ombudsman) of the Oliy Majlis is expected to be granted a new authority—the right to submit a "special report" to the President, the chambers of the Oliy Majlis, and the Cabinet of Ministers. The draft law "On the Human Rights Representative (Ombudsman) of the Oliy Majlis of the Republic of Uzbekistan," which introduces these changes, will be reviewed at the Legislative Chamber's regular session today, September 17.

The draft law introduces a new authority aimed at enhancing the institutional foundations of the Ombudsman's role and expanding his powers to ensure compliance with human rights and freedoms. This includes the establishment of the right to present a "special report" to the President of Uzbekistan, the chambers of the Oliy Majlis, and the Cabinet of Ministers.

The law also allows Uzbekistan to prepare an "alternative report" regarding the fulfillment of its international obligations and submit it to relevant international organizations.

Furthermore, the requirements for candidates applying for the position of Ombudsman are being simplified. Certain criteria, such as having high moral standards, higher education, and relevant experience in the field of human rights protection, are being removed. Additionally, the various forms of the Ombudsman's influence (warnings, recommendations, requests, and appeals) are outlined in a separate chapter, with each form detailed in individual articles.
