Supreme Court to consider Allamjonov employees’ case

The Supreme Court of Uzbekistan will hold an open hearing today, January 13, at 9:30 a.m., to address the case of seven citizens detained for 15 days on charges of violating public order following the assassination attempt on Komil Allamjonov.  

Defense attorneys argue that the charges are baseless, citing video evidence and witness statements as proof of the detainees’ innocence.  

Komil Allamjonov, former head of the Information Policy Department of the Presidential Administration, was the target of an assassination attempt in late 2024. Earlier reports confirmed that the Military Court had begun hearings on a criminal case related to the incident.  

Assassination attempt  

The attempt occurred on October 26 at 1:40 a.m. in the Kibray district. Two unidentified individuals opened fire on a Range Rover driven by citizen S.S. on Ifor Street before fleeing the scene. Fortunately, no one was injured during the attack.  

In response, the Prosecutor General’s Office launched a criminal case under Articles 25 and 97 (Attempted Murder) and Article 248 (Illegal Handling of Firearms and Explosives) of the Criminal Code. An investigative task force was formed, including representatives from various law enforcement and security agencies.  

The incident marked an unprecedented attack on a senior figure of the Presidential Administration, causing widespread concern. Subsequently, several high-ranking officials were dismissed, including:  
- Lieutenant General Abdusalom Azizov, Chairman of the State Security Service (since 2019),  
- Colonel Ahrorjon Atxamov, Head of Criminal Investigation at the Ministry of Internal Affairs,  
- Colonel Doniyor Toshkhodjayev, First Deputy Head of Tashkent City Internal Affairs,  
- Lieutenant Colonel Temur Sobirov, Head of Organized Crime in Tashkent,  
- Colonel Alijon Ashurov, Head of Internal Security at the State Security Service,  
- Sarvar Ashurov, Assistant to the Prime Minister.  

While no official explanation has been provided for these dismissals, speculation links them to the Allamjonov case and its investigation. Unverified reports surrounding the incident have gradually gained traction as details emerge.  

There have been media reports claiming that Dmitry Li, the Director of the National Agency for Promising Projects of the Republic of Uzbekistan, may have been the target of an assassination attempt. This incident comes shortly after the failed assassination of Komil Allamjonov, the former head of the Information Policy Department of the Presidential Administration of Uzbekistan. Speculation suggests that the two events may be connected.  

Two Russian citizens, Bislan Rasayev and Shamil Temurkhonov, have been put on Interpol’s wanted list by Uzbekistan. They are accused of involvement in the assassination attempt on Komil Allamjonov and Dmitry Li.  

- Bislan Rasayev (born May 26, 1988 in Russia) has previously been implicated in an armed conflict on Ukrainian territory.  
- Shamil Temurkhonov (born August 10, 1993 in Russia) is described as 1.90 meters tall and weighs 90 kg.  

Both individuals have been red-listed by Interpol and are charged with committing extremely serious crimes.  

In the wake of these events, Chechen leader Ramzan Kadyrov issued a public statement, threatening those allegedly behind the assassinations of Komil Allamjonov and Dmitry Li. Kadyrov warned:  

"I recommend that you do not play the role of victims to Komil Allamjonov and Dmitry Li. Whatever you are planning, it is better to stop in time, otherwise you will have to answer for all the intrigues, slander, and speculation. And now I am talking about the answer according to our traditions," he said. 

Uzbek officials have condemned Kadyrov’s interference in their internal matters. Odiljon Tojiyev, a deputy in the Legislative Chamber of the Oliy Majlis, expressed his absolute condemnation of Kadyrov’s threats against Uzbek state officials. He also called for an official apology from Kadyrov, urging him to assist the Uzbek Prosecutor General’s Office in locating the wanted men and extraditing them to Uzbekistan.  

Rasul Kusherbayev, an advisor to the Minister of Ecology, Environmental Protection and Climate Change, echoed these sentiments, calling for stricter checks on Chechen citizens entering Uzbekistan.
