The main goal of the parliament is to establish cooperation between the branches of government in order to ensure the interests of the people, while maintaining the balance of mutual restraint of the authorities.  Chairman of the Senate of the Oliy Majlis, Tanzila Norbayeva, said this in her speech at the 36th plenary session of the Senate, which opened today.

Speaking at the beginning of the plenary meeting, Norboyeva emphasized that the parliament should take a new approach to working with the government.

“Committees should reconsider the methods of interaction and work with relevant state administration bodies cooperating in the field of their activities.  Whether we take regions, ministries or offices, we should not limit ourselves to studying their activities and identifying shortcomings,” said Norboyeva, addressing the senators.

He reiterated that the activity of the parliament is aimed at ensuring the implementation of laws according to their essence and content, establishing parliamentary control over the executive power.

According to Norboyeva, it is necessary for each committee of the Senate to go to the places, study the opinion of the population and work together with the relevant ministries to solve the shortcomings.

“At this point, using our powers and opportunities effectively, we need a fundamentally new approach to the issue of hearing reports and information from heads of ministries, departments and regions.  Hearings, studies, surveys and other types of parliamentary control instruments should be used more effectively.  Only then will we make a worthy contribution to ensuring openness, efficiency and high quality in the activities of executive bodies,” says Norboyeva.
