Deadline for requiring driver’s license to operate mopeds and scooters extended

In Uzbekistan, the requirement for possessing a driver’s license to operate mopeds and scooters has been postponed until October 1, 2025. This is stated in the resolution of the Cabinet of Ministers titled “On Introducing Amendments and Additions to Certain Resolutions of the Government of the Republic of Uzbekistan Aimed at Improving Fire Safety Rules and Requirements for the Use of Vehicles,” adopted on April 12.
Initially, from March 1 of this year, it was mandated that individuals must have a valid driver’s license of the appropriate category to operate mopeds and scooters. However, implementation of this requirement has now been delayed by seven months.
For reference, under the Cabinet of Ministers’ resolutions from July 8, 2024 (on the approval of a Temporary Regulation on the procedure for state registration of mopeds and scooters in use) and August 9, 2024 (on amendments to government decisions concerning youth language education and vehicle regulations), new standards were introduced for mopeds and scooters, including:
- Mandatory state registration
- Issuance of state license plates
- Requirement of a category “A” driver’s license
According to the latest resolution, the Temporary Regulation on the registration of mopeds and scooters has also been extended until September 31.
It should be recalled that earlier announcements indicated that separate state license plates would be introduced for ambulances, electric motorcycles, mopeds, and scooters. While the XIE-type number plates (two-line plates with a regional code on a green background) were previously issued for motorcycles, scooters, and electric scooters, they are now specifically issued for electric motorcycles.
Vehicles classified as scooters include quads, tricycles, and other electric vehicles adapted for road use, with motor power between 0.25 kW and 4 kW, and a design speed of 25–50 km/h, with two to four wheels. Riders and passengers of scooters are required to wear and properly fasten certified motorcycle helmets.
