Enhancing Democratic Participation: Mirziyoyev's Program Introduces Majoritarian-Proportional Electoral System

In Uzbekistan, a mixed electoral system combining majoritarian and proportional representation will be implemented to enhance the influence and potential of political parties.  Shavkat Mirziyoyev, the Liberal Democratic Party of Uzbekistan's candidate for the presidency, emphasized this in his pre-election program.

The program highlights the rapid implementation of digitalization to eliminate bureaucracy.  Consequently, all state services will be fully digitized, reducing the need for people to physically fill out applications, forms, or present passports and other documents.  State agencies will retrieve necessary documents from the electronic system.

To ensure convenient access to services, electronic service points will be established in every community, transforming them into one-stop centers capable of resolving various issues.

As outlined in the program, the introduction of a mixed electoral system, encompassing majoritarian and proportional components, aims to empower political parties and showcase their strength.  Under this system, citizens will vote for a specific candidate in 75 out of the 150 seats in the Legislative Chamber, while casting their vote for a political party in the remaining 75 seats.  Thus, every voter's vote carries weight and is taken into account.

Furthermore, the program aims to transform the local council into a genuine representation of the people's voice.  To achieve this, the program seeks to abolish the authority of mayors to lead the council.  Instead, a new system will be introduced wherein governors are accountable to both the council and the people.
