Dushanbe summit: What CIS leaders agreed upon?

Today, October 10, a regular meeting of the Council of Heads of State of the Commonwealth of Independent States (CIS) was held in Dushanbe. Following the summit, a package of agreements and decisions was signed outlining the priority areas of cooperation within the CIS.
The following documents were signed during the summit:
- Decision on the CIS Chairmanship in 2026;
- Decision on the CIS Secretary-General;
- Protocol on holding the next meeting of the CIS Council of Heads of State;
- Decision on the activities of the CIS Human Rights Commission for 2023–2025;
- Decision on the 2026–2028 Cooperation program among CIS member states in the fight against terrorism and extremism;
- Decision on the 2026–2030 Cooperation program aimed at strengthening border security along the external borders of the CIS;
- Agreement on organizing and conducting internationally controlled deliveries by the competent authorities of CIS member states;
- Decision on the Concept of Military cooperation of CIS member states until 2030;
- Decision on the Declaration on cooperation in ensuring regional energy security;
- The First optional protocol to the March 6, 1998 Convention on the transfer of persons sentenced to imprisonment for serving their sentences;
- Protocol on the termination of the September 24, 1993 Agreement on assistance to refugees and forced migrants;
- Decision on the abolition of the August 26, 2005 decision regarding the Intergovernmental Council of Heads of Supreme Audit Institutions of CIS member states;
- Decision on establishing the ’’CIS Plus’’ format;
- Decision on the Joint Statement of CIS Heads of State on cooperation in combating transnational crime;
- Decision on the Statement of CIS Heads of State on cooperation in countering money laundering, terrorism financing, and the proliferation of weapons of mass destruction;
- Decision on the Joint Statement of CIS Heads of State on the 80th anniversary of the founding of the United Nations;
- Decision on the Statement of CIS Heads of State on the 40th anniversary of the Chernobyl nuclear power plant disaster;
- Decision on granting the Shanghai Cooperation Organization (SCO) observer status under the CIS;
- Protocol on improving the conditions of remuneration within CIS institutions.
The summit, chaired by President Emomali Rahmon of Tajikistan, was attended by President Shavkat Mirziyoyev of Uzbekistan, President Ilham Aliyev of Azerbaijan, President Alexander Lukashenko of Belarus, President Kassym-Jomart Tokayev of Kazakhstan, President Sadyr Japarov of Kyrgyzstan, President Vladimir Putin of Russia, President Serdar Berdimuhamedov of Turkmenistan, Prime Minister Nikol Pashinyan of Armenia, and CIS Secretary-General Sergey Lebedev.
