Convict tortured in Tashkent region

Convict T.I., serving his sentence in penal colony No. 50 in the Piskent district of Tashkent region, was tortured by colony staff and then unjustifiably placed in a disciplinary unit. He appealed to the Oliy Majlis Human Rights Ombudsman (Ombudsman) about this.

According to the Ombudsman's press service, when the incident was investigated on the spot, the convict T.I. was placed in the Piskent district central hospital, and according to doctors' reports, signs of beatings were found on his head and chest.

“When examining the case documents, the convict T.I. was placed in the disciplinary unit on February 27, 2025, and a decision was made to place him in the disciplinary unit for 10 days. This decision was examined and canceled by the Tashkent Special Prosecutor, and the actions of the colony administration were found to be contrary to the requirements of Article 105 (conditions for disciplinary punishment of convicts) and Article 111 (the concept of gross misconduct) of the Criminal Procedure Code,” the report says.

It is reported that the convict was unjustifiably kept in the disciplinary unit for six days, and his rights and freedoms were violated. Therefore, the Ombudsman submitted a control letter to the Prosecutor General of the Republic of Uzbekistan with a request to take measures against the employees who violated the requirements of the law.

It should be recalled that on March 18, at the fifth plenary session of the Senate, Sherzod Shermatov, Head of the Investigation Department under the Ministry of Internal Affairs, left open the question of the senator's death as a result of torture in 2024 and their causes.

After that, the Senate Speaker Tanzila Norbayeva asked the Head of the Investigation Department how many applications the Ombudsman received last year regarding such cases.

"We are jointly reviewing the applications we receive. We are responding to these applications within the established deadlines and providing timely information on the results of the investigations conducted and reviewed. Currently, there is no accurate report or statistical data," Shermatov replied.

The Senate Speaker was not satisfied with the answer and said that he should be prepared to report, and he reprimanded him.
