A "school-lyceum-technical school-university" system will be introduced for the training of legal personnel through the establishment of "legal classes" in schools, offering in-depth training in legal subjects. The Cabinet of Ministers has adopted a resolution titled "On the Introduction of a Continuous Legal Education System in State Educational Institutions and Measures to Enhance the Legal Culture and Literacy of Minors."

According to this resolution, beginning with the 2024-2025 academic year, students will be admitted to the academic lyceums of Tashkent State Law University based on legal technical schools in Namangan and Samarkand regions. A system will be established for the continuous improvement of the professional knowledge and skills of law teachers in schools, with their methodological support provided through a special electronic platform of the Ministry of Justice. Additionally, the "Knowledgeable Lawyer" Olympiad will be held among students, and a "Best Law Teacher" competition will be organized among law teachers.

The "Legal Class" will be formed from 8th-grade students who demonstrate interest in the subject of "State and Law Fundamentals" and will be established by the order of the school director, based on the recommendation of the school's pedagogical council.

Graduates who successfully complete the academic lyceums within the continuous education system—"School-Lyceum-Technical School-Higher Education Institution"—and achieve "excellent" and "good" final grades throughout the two-year study period will be directly admitted to legal technical schools starting from the 2024-2025 academic year. Admission will be based on contract payment and will not require entrance exams.
