Entry rules for Mecca tightened ahead of Hajj season

Saudi Arabia has significantly tightened entry regulations for Mecca ahead of the 2026 Hajj season, according to the Saudi Press Agency.

The Hajj season is expected to begin in late May this year, with nearly two million pilgrims anticipated to travel to Saudi Arabia. In this context, the Ministry of Interior of Saudi Arabia has introduced a number of new restrictions aimed at ensuring security and the orderly conduct of the pilgrimage.

In particular, starting from April 13, all individuals wishing to enter Mecca must obtain a special permit from the relevant authorities. Entry without a permit is prohibited. Exceptions apply to residents of Mecca, pilgrims holding a valid Hajj permit, and individuals with electronic permits to work at holy sites. Such permits can be issued through the Absher Individuals platform and the Muqeem portal.

For those who entered Saudi Arabia on an Umrah visa, the deadline to leave the country has been set for April 18. The issuance of Umrah permits via the Nusuk platform will be temporarily suspended from April 18 to May 31. These restrictions apply to citizens of Saudi Arabia, Gulf countries, residents, and holders of other types of visas. Additionally, from April 18, entry into Mecca and staying there will be prohibited for holders of any visa type, except for those with Hajj visas.

The ministry emphasized that strict legal measures will be taken against violators. In particular, attempting to perform Hajj without authorization may result in fines of around $5,000. Assisting in illegal entry or facilitating such attempts can lead to fines of up to $26,000. Violators may also face deportation and a ban on re-entering Saudi Arabia for up to 10 years.

The Muslim Board of Uzbekistan has also warned about an increase in fraudulent Hajj-related advertisements. Trips organized through unofficial channels are considered illegal and may not only prevent pilgrims from performing rituals in Mina, Arafat, and Muzdalifah, but could also result in deportation and substantial fines.
