In the first half of 2024, 65 artists operating without a license were sanctioned. This was reported by the press service of the "Uzbekkonsert" state institution.

It was noted that today, certain creators known only through social media or those without a "license" are also participating as guests on television shows and radio broadcasts.

“However, any artist presenting their work and delivering songs and music videos to the public through mass media requires a license. Instances of operating without a ‘license’ at wedding ceremonies, family gatherings, bars, and restaurants are increasing,” the report said.

The "Uzbekkonsert" state institution emphasized that such activities are illegal and called on mass media workers and the public to verify whether hosts and artists invited for services have a "license" and to refrain from using the services of unlicensed creators.

For reference, a license is a document granted to a physical or legal entity, giving the right to engage in a licensed type or subtype of activity, provided that the license requirements and conditions are strictly followed.

According to Article 165 of the Code of Administrative Responsibility, engaging in activities requiring a license without having one can result in fines ranging from fifteen to twenty times the base calculation amount for individuals, and from twenty to twenty-five times the base amount for officials.

"The authorized body for issuing licenses for concert and performance activities is the 'Uzbekkonsert' state institution under the Ministry of Culture of the Republic of Uzbekistan," the report stated.

Cases Requiring a License:

  • Solo performer concerts (a solo concert program by one performer), concert programs with two or more performers of one genre, concert programs with multiple performers of various genres (solo singers, musicians, dancers, hosts, comedians, etc.), and presenting songs and music videos in mass media.
  • Providing services at birthday celebrations, weddings (civil registry ceremonies, wedding feasts, evening wedding receptions, "kelinsalom" ceremonies), circumcision ceremonies, and at entertainment venues such as clubs, discos, restaurants, bars, and cafes (solo singers, musicians, dancers, hosts, comedians, DJs-sound operators, administrators, etc.).
