Public procurement reform: Officials urged to adopt national cars and furniture

Officials should significantly reduce the use of official transport and transition to national cars and furniture. This proposal was discussed today, March 5, during an expanded meeting chaired by President Shavkat Mirziyoyev, dedicated to the effectiveness of anti-corruption efforts and future priorities.  

It was noted that conflicts of interest and inflated prices are most frequently observed in public procurement. Currently, there are more than 50 types of goods and services that can be purchased directly. However, no leader has suggested removing these items from the list to allow for open selection, which could result in lower prices.  

The Ministry of Economy and Finance, along with the Accounts Chamber and the parliamentary budget committees, was instructed to cut the volume of direct purchases by half. By the end of the year, an electronic system powered by artificial intelligence will be launched to detect and prevent illegal activities in public procurement.

Additionally, an Expert Commission will be established to oversee this process. Drawing on international best practices, the commission will create an electronic platform displaying average market prices for goods purchased through public procurement, with regular updates.  

Under the new regulations, the price of goods and services procured by public institutions must not exceed the average market price by more than 20 percent. Violations of this requirement will result in legal liability and fines.  

The President emphasized the need to regulate goods purchased with extra-budgetary funds. Stricter requirements will be introduced for the purchase of fixed assets using both budgetary and extra-budgetary funds.  

In an effort to promote national products and reduce expenses, officials were instructed to drastically cut back on the use of official transport and transition to national cars and furniture.  

It should be recalled that during the same meeting, the President called on the Prosecutor General's Office and the Ministry of Internal Affairs to adopt new working methods and act as mutual restraints to curb crime and corruption.
