The industries which are most susceptible to corruption have been identified

Between 2022 and 2023, 876 individuals faced prosecution for corrupt activities linked to recruitment within governmental bodies and institutions. Sherzod Saparov, the head of the Anti-Corruption Agency's information service, disclosed this during a briefing at the Information and Mass Communication Agency. 

Among the offenders, 282 were from the healthcare sector, 72 from public education, 65 from pre-school education, and the remainder from various other sectors. Instances of corruption were particularly prevalent in the recruitment processes for roles in the healthcare system, preschool and school education, national security, law enforcement, and emergency services, where individuals were deceived under the guise of bribery.

This situation arises from a lack of transparent information dissemination regarding job vacancies in state-run enterprises, institutions, and organizations for job-seeking individuals, allowing officials to engage in corrupt practices by withholding such information from the public, leading to cases of fraudulent recruitment.

According to the analysis, in 2023, there were 4,128 criminal cases resulting in guilty verdicts related to corruption, with a total of 6,535 individuals prosecuted for corruption-related offenses, of which 1,076, or 16.4 percent, received custodial sentences.

The most prevalent corruption offenses include embezzlement or misappropriation (2,067 cases), bribery (894 cases), fraud (769 cases), bribery (121 cases), and abuse of power or position (125 cases).

In 2023, the number of individuals involved in corruption-related crimes increased in the Andijan (971 cases), Sirdarya (472 cases), and Surkhandarya (332 cases) regions.

Sector-wise analysis indicates that the highest number of corruption crimes occurred in management and entrepreneurship (1,550 cases), education (586 cases), banking (323 cases), healthcare (320 cases), and law enforcement (211 cases).

Out of the individuals prosecuted, 12 worked at national-level, 319 in regional, and 5,024 in district or city-level governmental organizations. Additionally, the acceptance of previously convicted individuals into public service poses a risk of recurring corruption offenses, with 1,146 such crimes reported in 2023, including 566 cases involving individuals previously convicted of corruption.
