IBA does not sanction boxer who bit Khalokov’s ear

The International Boxing Association (IBA) has issued an official decision regarding the controversial incident that occurred during the 60 kg final bout between Abdumalik Khalokov and Vsevolod Shumkov at the World Boxing Championships held in Dubai. After a comprehensive review and discussion by experts, it was announced that the bout result would remain unchanged.
“The integrity of our competitions is our top priority, and we do not allow it to be compromised. Specialists were involved in assessing this episode, and a single decision was made by the technical delegate. Since the deadline for changing the result has expired, the case has been referred to the Boxing Independent Integrity Unit (BIIU) to consider the possibility of imposing a fine on the athlete, if deemed necessary. In any case, the interests of the athletes remain our priority,” said IBA Secretary General and CEO Chris Roberts.
According to the IBA, the incident involved Shumkov’s mouth making accidental contact with Khalokov’s ear and was determined to have had “no impact on the bout.”
It was noted that the referee positioned closest to the incident had a clear view of the situation and determined that no intervention was necessary. A video review also confirmed that the bout continued correctly, with Khalokov showing no signs of discomfort or protest and continuing the fight without interruption.
Under IBA rules, such contact is not permitted; however, officials are required to assess each situation in real time, taking into account its severity, intent, and impact on the bout. In this case, the panel of referees evaluated the incident, and the final decision was approved by the World Championship’s technical delegate. In addition, the Uzbekistan delegation did not file any appeal before the conclusion of the competition. As a result, it was determined that there were no legal grounds to alter the official result or medal distribution.
For transparency and to uphold the principles of sporting ethics, the incident will be additionally reviewed by the BIIU. If the action is ultimately deemed a violation of the rules, the athlete may face a financial penalty.
It is worth noting that earlier, Russian Boxing Federation Secretary General Alexander Besputin confirmed that sanctions could be applied against both the federation and Vsevolod Shumkov for biting Abdumalik Khalokov.
