Agrobank manager and six assistant governors jailed for embezzlement

The former manager of the Andijan regional branch of “Agrobank,” two bank employees, and six assistant governors have been sentenced to prison for orchestrating a large-scale embezzlement scheme. QALAMPIR.UZ has reviewed the court verdict.
According to court materials, the defendant O.A. served as the head of the Andijan branch of Agrobank from August 18, 2021, to September 28, 2023. During his tenure, he colluded with the heads of several LLCs and assistant governors to misuse his official powers. They fraudulently issued recommendations and documents for the allocation of soft loans to 156 individuals who were not eligible, either not residing in the assigned mahalla or unwilling to engage in family entrepreneurship.
As a result, they facilitated the transfer of state-provided preferential credit funds—amounting to a total of 5 billion 62 million 40 thousand soums—to these ineligible recipients. Of this, 2 billion 13 million soums were directly embezzled through loans allocated to 61 individuals.
On June 30, the Andijan Regional Criminal Court upheld the sentence previously handed down on March 6. The former manager, O.A., was found guilty under Article 167 (embezzlement), Part 3, Subparagraph "a"; Article 205 (abuse of power), Part 2, Subparagraph "a"; and Article 209 (official fraud), Part 1 of the Criminal Code. He was sentenced to 8 years and 5 months in prison and barred from holding official or financially responsible positions for 2 years and 2 months. Notably, O.A. had been convicted three times in 2024 and once in 2025.
Two other officials—M.Q., head of the problem loan department, and D.Z., head of the family business lending department—were convicted under the same articles. M.Q. received 6 years and 1 month in prison, while D.Z. was sentenced to 8 years and 1 month. Both are banned from working in government-affiliated organizations for 2 years and 1 month.
In addition, several assistant khokims involved in the scheme received the following sentences:
- A.J. (“Yangi Yo’l” MFI), I.O. (“Jannatmakon” MFI), and R.U. (“Islomabad” MFI): 5 years and 6 months in prison and banned from official duties for 2 years.
- K.Y. (“Dong qishloq”), Y.O. (“Ogullik”): 4 years in prison.
- Sh.E. (“Kengash”): 5 years and 3 months in prison, along with a 2-year ban from holding official or financially responsible roles.
In total, more than 10 assistant governors were held accountable through various forms of legal liability, though not all were sentenced to imprisonment.
We recall that in a separate case earlier in the Samarkand region, 19 assistant khokims were also brought to criminal liability.
