8998Farmers in Uzbekistan are being granted a number of benefits. This is stipulated in the Presidential Decree “On Additional Measures to Increase Land Use Efficiency and Production Volume in Agriculture,” adopted on March 28.
According to the resolution, starting from the 2025 harvest, farms and other agricultural enterprises that have reflected in their tax reports that they have annually harvested more than 50 centners/hectare of cotton and 80 centners/hectare of grain will be guaranteed the following year:
25 percent of the total leased land area will be used for planting (sowing) livestock feed, vegetables, melons, potatoes, oilseeds and legumes in a rotational way;
The membership fee to the Farmers' Council of Uzbekistan is set at 0.3 percent of the starting price announced on the exchange for raw cotton and the formed average price of grain;
In accordance with paragraph 15 of the Decree of the President of the Republic of Uzbekistan No. PF-18 dated February 3, 2025, when calculating land tax, up to three times the base rate are applied.
In addition, no more than 50 percent of farms that are members of agricultural cooperatives are allowed to allocate a preferential loan for cotton cultivation from the resources of the State Agricultural Support Fund with a 50 percent collateral, in particular, a land lease right, while this loan is allocated based on the announced starting price of raw cotton.
At the same time, it is allowed to directly purchase raw cotton grown by farms that are members of agricultural cooperatives, while direct contracts are concluded on the information portal of the "Uzbekistan Republican Commodity and Raw Materials Exchange" JSC, and payments for them are made in accordance with the rules for conducting settlement and clearing operations (transfer of funds in accordance with payment documents) of the exchange.
According to the document, the following procedures will be introduced for leasing all types of agricultural land from March 11, 2025:
The period for publishing a notice on holding an electronic online auction is reduced from 15 to 5 days, and in repeated auctions - from 5 to 1 day;
In the event that only one applicant applies in repeated auctions, he will be offered to voluntarily purchase the lot at the price announced at this auction;
The price of the lot will be reduced by 10 percent in each re-sale until it reaches 20 percent of the starting price.
Today, from April 1, the procedure for paying installments for the right to rent a land plot at auctions and providing discounts upon full payment will be canceled, it was determined that these payments must be paid in full within 15 working days.
In 2025-2026, an average of 10-20 percent of the total area of agricultural land to be put up for auction will be put up for sale with the condition of planting fodder crops for livestock.
It is worth recalling that on March 19, at a meeting of President Shavkat Mirziyoyev with representatives of small and medium-sized businesses dedicated to increasing the role of the sector in the economy and bringing its development to a new level, it was announced that the collection of 1 trillion soums in penalties that had accumulated so far due to farmers' failure to pay their tax debts on time would be waived.
