Presidential Decree cancels use of school grades in entrance exams

Average grades received at school over the last six years will no longer be considered when applying to higher education institutions. This change was introduced by a Presidential Decree adopted on July 19.

According to the decree, the Cabinet of Ministers’ resolution of November 19, 2021, titled “On measures to introduce the procedure for taking into account grades in the educational documents of applicants in entrance exams to higher education institutions,” has been annulled.

The 2021 resolution stipulated that starting from the 2023/2024 academic year, the average grades of the last six years reflected in applicants’ school certificates would be taken into account and added to their accumulated scores in university entrance exams.

However, with the new decree issued on July 19, this decision has been completely canceled. As a result, school certificate grades will no longer affect the final entrance exam scores for applicants.

It is worth recalling that earlier, parameters for admission to state higher education institutions for the 2025/2026 academic year and the following three academic years were approved based on the state order.
