Electricity payments to be restricted for garbage debtors

Starting August 1, 2025, consumers in Uzbekistan who have outstanding debts for garbage collection services will face restrictions on their ability to pay for electricity. This was announced by the Agency for Waste Management and Circular Economy Development.
According to the Law “On Amendments to Certain Legislative Acts of the Republic of Uzbekistan to Strengthen Payment Discipline in the Field of Waste Collection and Removal Services,” adopted on March 7, a new procedure for debt enforcement will come into effect. Under this law, by the 3rd of each month, information about subscribers in arrears for waste services will be transferred from the “Toza Makon” electronic billing system to the billing system of “Territorial Electric Networks” JSC.
By the 5th of each month, SMS notifications will be sent via the short number “2100” to subscribers with unpaid waste service debts. After receiving the message, subscribers will be granted an additional five days to settle their debts. If the arrears are not paid within this period, the ability to pay for electricity will be temporarily blocked. This restriction will be lifted automatically once the outstanding amount is paid.
It is important to note that this procedure applies only to debts that arise after July 1, 2025. Arrears accrued before June 30 of this year are exempt from this enforcement mechanism.
The Agency emphasized that sanitation service providers bear full responsibility for the accuracy and fairness of billing. If garbage collection services are not delivered on time or with proper quality, the charges for unprovided days must be recalculated accordingly.

As a reminder, beginning May 1 of this year, Uzbekistan implemented a year-round compensation system for gas and electricity payments for low-income families nationwide.
