Electricity payments restricted for nearly 200,000 citizens over waste service debts

In Uzbekistan, temporary restrictions have been imposed on electricity payments for 198,858 subscribers who are in debt for waste management services. This was reported by the Agency for Waste Management and Circular Economy Development.

As of 5 February this year, the agency said that a total of 1,174,686 subscribers nationwide with outstanding waste service debts amounting to 108.9 billion soums were notified via SMS from the short number 2100 of JSC Regional Electric Networks. Subscribers were then given five days to settle their debts, during which payments totaling 12.7 billion soums were made.

Currently, electricity payment restrictions have been imposed on 198,858 subscribers across the country due to unpaid household waste service debts totaling 15.8 billion soums.

The agency added that the restriction will be lifted immediately once the debt is repaid.

For reference, payment discipline for waste collection and removal services has been regulated by the law “On amendments and additions to certain legislative acts of the Republic of Uzbekistan aimed at strengthening payment discipline in the field of waste collection and removal services.” Under the regulation, by the 3rd day of each month, data on debtor subscribers are transferred from the “Toza Makon” billing system of the Waste Management Agency to the billing system of JSC Regional Electric Networks. This procedure does not apply to debts formed before 30 June 2025. Debts for waste services formed after 1 July 2025 have been subject to the procedure since 5 November of this year.

Earlier, it was reported that temporary electricity payment restrictions had been imposed on more than 151,000 subscribers in Uzbekistan due to unpaid waste service debts.
