New position is introduced in kindergartens

Starting January 1, 2025, the position of Deputy Director will be introduced in preschool educational institutions, replacing the current role of Teacher-Methodologist, while maintaining the existing salary structure. This initiative is part of the Presidential Decree of Uzbekistan titled "On Additional Measures to Further Improve the Quality and Efficiency of Preschool Education."

From the 2026-2027 academic year: An electronic certificate will be issued for children completing the one-year school preparation program, based on their development progress.

By August 1, 2025: The state educational program for preschool education will be updated in line with international standards. Additionally, there will be better alignment between preschool preparation and primary education curricula.

Starting January 1, 2025:

• The role of Deputy Director will be created in kindergartens, replacing the Teacher-Methodologist role, with no change in pay.
• Each district (city) will establish at least one educational organization.
• A group of qualified trainers, made up of deputy directors from preschool organizations, will be formed, with an additional 20% monthly bonus on their base salary for those acting as trainers.

From March 1, 2025:

• Mobile training services will be piloted for pedagogical staff in remote regions, using buses equipped as mobile classrooms.

Starting the 2025-2026 academic year:

• Dual education programs in preschool education will be introduced in state universities.
• At least 200 targeted quotas will be allocated annually for part-time and evening education programs in preschool education. Experienced educators with five or more years of service will be eligible for differentiated contract-based admissions.

From October 1, 2024:

• Educators working in multiple private kindergartens will pay social tax for only one main place of employment.

From January 1, 2025:

• Non-state preschool educational institutions may be established on vacant land belonging to state schools with low enrollment.

Managers and educators in preschools will receive incentives from the fund of the Minister of Preschool and School Education. State universities will also be permitted to establish preschool institutions on their vacant lands.

In addition, beginning January 1, 2025, a system will be introduced for accepting candidates for preschool director positions into management courses. These candidates will receive certification through a special online portal.
