8403The misuse of budget funds within the "One Million Programmers" initiative, aimed at training local programmers in Uzbekistan, was reported by the Information Service of the Anti-Corruption Agency.
The adherence to prescribed technical specifications of computers and equipment procured by the Ministry of Preschool and School Education under the project "One Million Programmers" was investigated in Fergana, Namangan, Tashkent, Syrdarya, and Jizzakh regions, funded by the national budget. The scrutiny also evaluated the prudence, thriftiness, and effectiveness of financial resource utilization.
Upon inspection of the technical specifications of the delivered computers, it was discovered that the contract requirements were not entirely fulfilled. The findings were forwarded to the Department for Combating Economic Crimes under the General Prosecutor's Office for a legal evaluation of the responsible parties' actions.
The investigation by the Tashkent city branch of the Department of Combating Economic Crimes revealed that "Smart Sales Leader" LLC, as per their contract with the state institution "Educational Education and Supply," failed to deliver additional electronic tools. Consequently, a total of 919 million 360 thousand soums of budget funds were misappropriated through embezzlement.
Subsequently, the Tashkent city department of the Department initiated legal action against officials from the state institution "Educational Education and Supply" and LLC "Smart Sales Leader" under Article 167 (embezzlement or theft through distribution), part 3, paragraph "a," and Article 205 (abuse of power or official authority), part 2, clause "a" of the Criminal Code of the Republic of Uzbekistan. A criminal case has been opened, and preliminary investigations are ongoing.
