Background of the Assassination Attempt

On October 26, at 01:40, two unknown assailants fired several shots at a Range Rover driven by citizen S.S. on Ifor Street in Kibray District before fleeing the scene. Fortunately, no one was injured.

Following the incident, the Prosecutor General's Office launched a criminal case under Articles 25, 97 (Attempted Murder), and 248 (Illegal Handling of Firearms) of the Criminal Code. A special investigative and operational team was formed, including members from the Prosecutor General's Office, Tashkent regional and city prosecutor's offices, the Military and Transport prosecutor's offices, as well as the Ministry of Internal Affairs, Tashkent City Internal Affairs Department, and the Customs Committee.

High-Level Dismissals and Implications
The assassination attempt on Komil Allamjonov, a former official of the Presidential Administration, was an unprecedented event in Uzbekistan's recent history, raising public concern. In the aftermath, several high-ranking officials were dismissed, including:

  • Lieutenant General Abdusalom Azizov, Chairman of the State Security Service of Uzbekistan since 2019
  • Colonel Ahrorjon Halimjonovich Atkhamov, Head of the Criminal Investigation Service of the Rapid Investigation Department of the Ministry of Internal Affairs
  • Colonel Doniyor Bakhtiyorovich Toshkhodjayev, First Deputy Head of the Tashkent City Internal Affairs Department

  • Colonel Alijon Ganievich Ashurov, Head of the Internal Security Department of the State Security Service
  • Sarvar Ganievich Ashurov, Assistant to the Prime Minister of Uzbekistan

While no official explanation was given for these dismissals, they are believed to be connected to the investigation of the assassination attempt.

Uzbek authorities issued Interpol red notices for two Russian Chechen citizens allegedly involved in the assassination:

  • Bislan Rasaev (born May 26, 1988), previously accused of armed conflict in Ukraine
  • Shamil Temurkhanov (born August 10, 1993), standing at 1.90 m and weighing 90 kg

These suspects are accused of committing serious crimes and are currently on the run.

In the aftermath, Chechen leader Ramzan Kadyrov made a public statement, warning Komil Allamjonov and Dmitry Li, the Director of the National Agency for Promising Projects of Uzbekistan, not to "play the role of victims" and hinted at consequences according to "our tradition."

His comments sparked strong political reactions in Uzbekistan. Odiljon Tojiev, a deputy of the Legislative Chamber of the Oliy Majlis, condemned Kadyrov's interference in Uzbekistan's internal affairs and called for a public apology, along with cooperation in locating the wanted suspects. Rasul Kusherbaev, Advisor to the Minister of Ecology, Environmental Protection, and Climate Change, suggested stricter scrutiny of Chechen citizens entering Uzbekistan.
