It was previously reported that Uzbekistan had placed two Russian citizens, Bislan Rasaev and Shamil Temirkhanov, on Interpol's wanted list. Their inclusion may be linked to the attempted assassinations of Komil Allamjonov, the former head of the Information Policy Department of the Presidential Administration of Uzbekistan, and Dmitry Li, the Director of the National Agency for Promising Projects of Uzbekistan. This information was reported by "Lenta.ru."

According to the report, Rasayev and Temirkhanov entered Uzbekistan through different routes: one illegally crossed the Uzbek-Kyrgyz border, while the other entered via the "Dostlik" checkpoint. Both acted on orders from clients who allegedly promised them $1.5 million to assassinate Komil Allamjonov and Dmitry Li.

Rasaev and Temirkhanov are facing the following charges:

  • Illegal border crossing – Rasaev is accused of crossing the Kyrgyz-Uzbek border with the help of local accomplices.
  • Smuggling – Rasaev is also accused of illegally transporting goods or items that could have been used in preparation for a crime.
  • Illegal storage and trafficking of weapons – It is alleged that the suspects possessed weapons intended to carry out the assassinations.
  • Failure to report and concealment of a crime – Both suspects are accused of failing to report the planned crime and participating in its organization.

Dmitry Romanovich Li has been the Director of the Agency for Promising Projects of Uzbekistan since 2022. Before this role, he served as the Director of the National Agency for Project Management under the President of Uzbekistan.

Li began his career in the field of public education before moving into the mechanical engineering and metallurgy sectors, where he held various leadership positions. In August 2017, he was appointed Deputy Director of the LBMA, and in June 2018, he became the head of the Uzbekistan Chess Federation.
