Kadyrov: 25-year-old cars should also be removed from roads

The Milliy Tiklanish Democratic Party has announced plans to begin consultations on legislative amendments following proposals made by President Shavkat Mirziyoyev at a videoconference on July 9. The meeting focused on improving road safety and reducing traffic congestion.

Alisher Kadyrov, deputy of the Legislative Chamber of the Oliy Majlis and head of the party's faction, stated that discussions will address critical issues raised during the conference.

He pointed out that 19 million of the 24 million registered traffic violations were related to speeding, calling it a sign that “something is wrong in such a situation.”

“Speed limits should be based on location, time, and necessity. For instance, on a highway where the distance is long and there are no residential areas, why not allow driving at 130 km/h?” Kadyrov wrote.

He emphasized that serious penalties should be imposed for dangerous behaviors such as running red lights, reckless driving, or doubling the speed limit in restricted zones. However, he also argued that drivers’ perspectives must be considered when determining the fairness of certain fines.

Kadyrov also supported a proposal to stop giving special privileges to state-owned service vehicles, saying such a move is long overdue. “The rules must be equal for everyone,” he added.

Addressing vehicle safety and environmental concerns, Kadyrov endorsed the gradual removal of 40–50-year-old cars from circulation and went further, suggesting that the limit be lowered to 25–30 years. However, he stressed that favorable programs for vehicle replacement should be introduced to support car owners.

He also backed the initiative to improve the training of internal affairs officers, calling it a pressing issue.

“This sector must be staffed by educated, disciplined, and exemplary individuals—not the nephews or neighbors of ministry officials. Society should feel proud of its uniformed officers,” Kadyrov stated.

He concluded by underscoring that order is essential in any society, and maintaining it requires both rules and enforcement.

As a reminder, President Shavkat Mirziyoyev recently noted that improvements in road safety are evident in areas where local governors and the State Highway Patrol collaborate seriously on infrastructure projects.
