Alimony payers allowed to travel abroad, with conditions

In Uzbekistan, alimony payers can now travel abroad for up to three months with an insurance policy. Amendments to the joint resolution of the General Prosecutor’s Office, the Ministry of Internal Affairs, and the State Security Service—titled “On Cooperation of Authorized State Bodies to Temporarily Restrict the Exit from Uzbekistan of Individuals Who Fail to Fulfil Enforcement Orders Without Valid Reasons”—introduce this provision.
According to the amendment, individuals required to pay alimony can submit a request along with an insurance policy. In such cases, the state executor temporarily lifts the restriction on their travel abroad. These insurance policies are provided by licensed insurers, and their validity is automatically verified through the information system of the National Agency for Promising Projects by the Compulsory Enforcement Bureau.
For alimony payers traveling abroad for up to three months, civil liability for failure to pay alimony during their absence is insured by licensed insurers.
The terms of insuring civil liability for alimony payments are defined in a main agreement between the licensed insurer and the Compulsory Enforcement Bureau. This regulation took effect on 26 November. Previously, under the established procedure, a state executor could temporarily suspend the restriction on a debtor’s travel only in specific cases: if documents confirmed that the debtor required hospitalization abroad for medical treatment, or if the debtor was included in an official delegation leaving Uzbekistan by the decision of the Oliy Majlis chambers, the President, or the Cabinet of Ministers.
It is worth noting that earlier, the authorities published data on the number of individuals wanted for alimony and other debts.
