8566A new initiative is being introduced in high-rise buildings to incentivize residents to sort their waste and deliver it to designated stations. This announcement was made today, March 29, during a video conference chaired by President Shavkat Mirziyoyev as part of the "Green Space" project aimed at organizing the spring planting season and enhancing waste management.
Residents are provided with free special waste bags funded by the Ecology Fund. They are encouraged to separate their waste into categories such as recyclable, non-recyclable, and organic, and then take it to designated collection points. Entrepreneurs will purchase recyclable materials from the population. This system will initially be implemented in Tashkent, Andijan, Bukhara, Termiz, Angren cities, and the Tashkent district.
A new system will be established to regulate waste landfills and processing. Out of the 194 existing landfills, those that have reached capacity will be closed down. Additionally, 3-4 landfills in each region will be transformed into special eco-industrial zones, where recycling and incineration projects will be undertaken.
Temporary waste collection and reloading stations will be set up in the remaining landfills to ensure a consistent supply of waste to the eco-industrial zones. Officials have been tasked with finding investors and initiating at least one waste incineration plant project in their respective areas.
To ensure that entrepreneurs fulfill their investment obligations, it is imperative to address issues related to waste payment discipline. The importance of extending waste management services to all enterprises and organizations was stressed.
In 26 districts across 2 regions, improvement department responsibilities will be transferred to waste enterprises through public-private partnerships. Entrepreneurs will be responsible for tasks such as planting trees, maintaining green spaces, cleaning streets, and managing waste collection. This pilot program will be evaluated by the end of the year and expanded to all districts and cities by 2025.
Furthermore, "Mahalla Yettiligi ("Seven Neighborhoods”) " is authorized to waive unreal debts for services not rendered within its jurisdiction, aiming to eliminate the unfair practice of recording accounts receivable for unserviced areas.
