Starting from September 1, 2025, several changes will come into effect in Uzbekistan’s legislation. QALAMPIR.UZ has compiled a list of these changes.

                               Salaries of school and kindergarten directors to rise

The former Minister of Preschool and School Education, Hilola Umarova, announced in March of this year that the salaries of school principals, their deputies, and heads of preschool institutions would be increased by a corresponding Presidential decree.

  • Starting from September 1, 2025, the base salary rate for directors of general secondary education institutions will be increased by 20 percent, and that of deputy directors by 15 percent. The base salary rates of preschool directors will be raised by aligning them with the base rates of deputy principals of general secondary schools in categories III and IV. As a result, the salaries of more than 10,000 school directors, nearly 7,000 preschool directors, and around 35,000 deputy directors across the country will be increased.
  • From January 1, 2026, monthly bonuses will be introduced for directors and their deputies, funded by the directors’ funds of general secondary education institutions, based on their performance indicators (KPI). These bonuses will amount to 20 percent and 10 percent, respectively, of their base salary rates.

In addition, extra staff positions are being allocated to district departments, creating opportunities to introduce roles responsible for monitoring the assessment of students’ knowledge, as well as for teaching foreign languages and vocational skills. Furthermore, incentives for long-term service are being introduced for employees of regional divisions. In particular, a system of rewards for years of service will be established for nearly 15,000 managerial employees within the Ministry’s system.

At the same time, the maximum amount of school employees’ incentive payments is being raised to 75 percent of the minimum monthly wage (currently up to 50 percent).

                          A database of civil servants’ social media accounts will be created

Starting from September 1 of this year, the “Civil servant” mobile application will be launched to ensure the continuous development of civil servants’ professional skills and to strengthen communication among them. The application will provide the following opportunities:

  • Developing the competencies of civil servants and enhancing their qualifications remotely, as well as generating statistical data in this regard;
  • Allowing civil servants to submit initiatives aimed at improving the activities of state bodies and enabling leaders to provide feedback on these initiatives;
  • Creating a personal development plan for each civil servant and monitoring its implementation;
  • Establishing a database containing information about employees, including managerial staff, the sectors and departments they coordinate, as well as their contact numbers, email addresses, and social media pages.

                             Living expenses of low-income students in university dormitories

                         to be covered by the State budget

From the 2025/2026 academic year, the living expenses of students from low-income families residing in state university dormitories will be covered by the State budget. This is stated in the Presidential decree “on priority measures for the implementation of the program from Poverty to Prosperity".

                         Citizens of Uzbekistan can now travel to Jordan without a visa.

Starting from September 25 this year, citizens of Uzbekistan will be able to travel to Jordan without a visa. This was confirmed by the spokesperson of the Ministry of Foreign Affairs of Uzbekistan, Ahror Burkhanov.

According to his clarification, the agreement on introducing a visa-free regime between Uzbekistan and Jordan will enter into force 30 days after its signing, that is, on September 25. Citizens of Uzbekistan will be able to stay in Jordan without a visa for up to 30 days.

It should be recalled that on August 26, during the negotiations in Samarkand between President of Uzbekistan Shavkat Mirziyoyev and King of Jordan Abdullah II ibn Al-Hussein, the parties reached an agreement on mutual exemption from entry visas.
