A new subculture called "quadroberism" is gaining traction among young people on social networks. This trend involves imitating the behavior of certain animals, often using accessories that portray them as such animals. The Ministry of Internal Affairs has provided information on this matter.

On October 10, a "quadrober" wearing animal masks was spotted in Tashkent, and on October 11, another individual imitating a dog attacked passersby, frightening a child who witnessed the incident.

“These behaviors are contrary to societal norms and are absolutely unacceptable,” the ministry stated.

Experts warn that children involved in quadroberism may adopt the aggressive behaviors of animals, potentially harming themselves and others. Additionally, this behavior could negatively impact a child’s undeveloped psyche and lead to social isolation.

The Ministry also referenced Article 77 of the Constitution of Uzbekistan, which mandates that parents are responsible for the care, education, and overall development of their children until they reach adulthood. Similarly, the Law "On Education" holds parents accountable for their child’s physical, spiritual, and intellectual development.

In accordance with the Code of Administrative Responsibility, parents or guardians who fail to meet their obligations to raise and educate minors, including allowing minors to commit administrative offenses, can be fined up to five times the BHM (up to 1.875 million sums).

The Ministry of Internal Affairs, tasked with safeguarding children's rights, emphasized that cases of involvement in such subcultures could be viewed as parental neglect.

In addition, it was noted that a psychological evaluation may be required to assess the mental and emotional impact of quadroberism on the child. This evaluation would be conducted confidentially using child-friendly methods to prevent isolation and discrimination.
