Special tests will not be held for named state scholarships this academic year – ministry

Applicants for named state scholarships for the 2025/2026 academic year will not be required to take special test examinations. The Ministry of Higher Education, Science and Innovation reported this.
According to the ministry, following Cabinet of Ministers Resolution No. 840 dated December 30, 2025, which introduced special tests in information technology, the history of Uzbekistan, and foreign languages for applicants for the President’s and named state scholarships, a number of appeals have been received from students.
The resolution introduces a new procedure for awarding the President’s and named state scholarships. However, this procedure will come into effect starting from the 2026/2027 academic year and will be implemented based on the newly established requirements and evaluation criteria.
As a result, applicants who successfully passed the university-level stage of the named state scholarship selection process in the current academic year and whose documents have been submitted to the national-level stage in accordance with established procedures will not be required to take special test examinations.
For reference, Cabinet of Ministers Resolution No. 840 dated December 30, 2025, introduced amendments to the procedure for awarding the President’s and named state scholarships to bachelor’s and master’s students.
Under the new rules, applicants for the President’s and named state scholarships will be required to take special tests in information technology, the history of Uzbekistan, and foreign languages administered by the Agency for the Assessment of Knowledge and Skills in regional centers.
In particular:
– the minimum passing score for the tests will be set at 55 percent of the maximum possible score;
– applicants who score below 55 percent of the maximum score or fail to participate in the tests will not be recommended for the President’s or named state scholarships;
– an appeals commission consisting of at least five members will be established to review complaints from applicants dissatisfied with their test results;
– applications and achievements of candidates for the President’s and named state scholarships, for both bachelor’s and master’s programs, will be evaluated based on the criteria approved by the resolution;
– applicants’ academic performance indicators will be generated through the HEMIS information system of the Ministry of Higher Education, Science and Innovation.
In addition, students who have previously been awarded a named state scholarship will not be allowed to participate again in named state scholarship competitions at the same level of education.
