National performance rating for government agencies introduced

A national rating system to evaluate the performance of state bodies will be introduced in Uzbekistan. This measure is outlined in the Presidential Decree “On Measures to Organize the State Civil Service Based on New Approaches and Form a Professional and Performance-Oriented Corps of Civil Servants”, adopted on June 19.

According to the decree, starting from January 1, 2026, the national rating will be based on achievements in the following key areas:

•  Effectiveness of human resource management and development within state bodies;
•  Efficiency and quality of public service delivery.
•  Transparency of state bodies and organizations.
•  Effectiveness of anti-corruption efforts in government institutions.
•  Level of digitalization in public sector operations.
• Performance of heads and deputy heads of republican and local executive bodies.
• Other rating indicators as defined by regulatory legal acts relevant to state agencies.

Based on the results of this rating, the government will take measures to revise work processes in underperforming institutions, implement business process reengineering (BPR), and evaluate the activities of public officials at Cabinet-level meetings.

As previously reported, the same presidential decree introduced multiple reforms: first-time civil servants will now be hired under a one-year probationary contract, with potential indefinite extension based on performance. Leadership positions at the republican level will be filled through the Unified Portal of Vacant Civil Service Positions. Additionally, outcomes of official foreign and domestic business trips will be tracked electronically, and civil servants' body weight will be monitored via a dedicated platform.
