Uzbekistan to introduce law on income declaration for civil servants

The time has come to adopt a law on declaring the income of civil servants in Uzbekistan. This was announced today, March 5, at an expanded meeting chaired by President Shavkat Mirziyoyev, dedicated to the effectiveness of anti-corruption efforts and future priorities.
Public opinion was highlighted as a key factor in this initiative. Officials were instructed to quickly submit the draft law for public discussion and finalize it by April 1.
Additionally, the President proposed introducing legal liability for the illegal accumulation of wealth. It was suggested to include an article in the legislation requiring civil servants to prove the origin of property that does not correspond to their declared income.
President Mirziyoyev called on the National Council and the parliamentary anti-corruption committees to develop proposals in this regard in line with international standards.
The President emphasized that large projects should be evaluated based on high-level anti-corruption standards. Officials were instructed to incorporate international anti-corruption measures into investment projects and conduct competitive reviews of large auction terms.
The meeting also announced plans to expand the “Transparent Construction” platform, gradually introducing it to projects of international organizations. This process will begin with hiring subcontractors in construction projects involving international financial organizations and investments of up to $1 million.
“Prevention of corruption begins with the selection of professional and dedicated personnel for the civil service and their vaccination with the 'vaccine of honesty',” said the President.
However, the role of the Agency for the Development of the Civil Service and the Academy of Public Administration in personnel training, development, and placement was deemed insufficient.
It was decided to replace the outdated “objective” approach to personnel evaluation with a new system based on advanced IT technologies, which will assess employees' qualifications, potential, and achievements. The primary criterion for appointments will be knowledge, experience, and results—not the university attended or previous workplaces.
The President emphasized that leadership positions should be filled by young people who have worked closely with communities, witnessed problems firsthand, and actively contributed to their resolution.
Officials were instructed to draft a decree on open and transparent recruitment, establish a civil servant register, and assess personnel for corruption susceptibility.
