Government resolution on “Sea Breeze Uzbekistan” project in Charvak

A resolution by the Cabinet of Ministers of the Republic of Uzbekistan concerning the international tourism center “Sea Breeze Uzbekistan”—planned by Azerbaijani singer and businessman Emin Agalarov on the banks of the Charvak Reservoir in the Bostanlyk district of the Tashkent region—was adopted on August 2. The resolution has been published in the National Database of Legislative Documents.

According to the document, portions of a 577-hectare land plot in Bostanlyk district, previously returned to the ownership of the district khokimiyat and considered vacant, will be directly leased to “Sea Breeze Uzbekistan” LLC. The lease will involve the participation of “Agalarov Development” LLC (Azerbaijan) for 25 years, with priority rights to renew the lease upon expiration. A multi-seasonal resort complex, with an estimated value of $5 billion, is expected to be built on the site between 2025 and 2035.

The resolution imposes several obligations on Sea Breeze Uzbekistan. Specifically, the company must adhere to environmental regulations, including the prohibition of discharging waste or wastewater into the Charvak Reservoir or the Chirchik River during the construction and operational phases. Failure to comply will result in the suspension of the project and termination of the land lease agreement.

Furthermore, the Ministry of Ecology, Environmental Protection and Climate Change, together with the Ministry of Construction and Housing and Communal Services, is tasked with ensuring strict oversight of water protection and coastal zones. Construction will not be permitted in protected natural areas, water conservation zones, or sanitary areas. Dacha owners and private property holders affected by the construction will receive compensation.

Within one month, a survey of tall trees in the project area must be completed. Trees located within construction zones will be categorized as valuable, less valuable, or dead. Valuable trees will be relocated to green zones planned within the resort area or to other forest lands. For each cut tree that is not considered valuable, the company must plant 10 seedlings (5–7 years old) suitable for the local soil and climate, without any financial compensation. The felling of trees must follow established legal procedures and will be overseen by the Ministry of Ecology.

For context, Emin Agalarov announced his intention to build the Sea Breeze Uzbekistan tourism center on the banks of the Charvak Reservoir last year. On April 14 of this year, he presented the master plan of the center to the President of Uzbekistan, Shavkat Mirziyoyev.
