Uzbekistan’s Air Code to be aligned with ICAO standards

Uzbekistan’s Air Code will be aligned with the requirements of the International Civil Aviation Organization (ICAO). In addition, the number of air passengers is planned to reach 24 million. This is stated in the Presidential decree adopted on October 27, 2025, titled ’’On measures to regulate the implementation of state policy in the field of civil aviation.’’
According to the decree, it was adopted to systematically reform the civil aviation sector in Uzbekistan, improve the quality of aviation services, ensure flight safety, strengthen technical regulation of the aviation industry, promote competition and liberalize the air transport market, as well as ensure the priority of state policy in civil aviation.
Under the decree, the following key targets for the development of civil aviation until 2030 have been set:
- Achieving an average 85 percent implementation of ICAO’s eight safety compliance areas in civil aviation;
- Increasing the number of passengers served by air transport to 24 million;
- Raising the total number of international and domestic flights to 200,000;
- Expanding the fleet of aircraft owned by Uzbekistan’s resident operators to 180;
- Completing the first phase of construction of the New Tashkent International Airport.
The Ministry of Transport, together with relevant ministries and agencies, has been instructed to develop and submit the following draft regulatory and legal documents to the Cabinet of Ministers within the established deadlines:
- Within one month, a draft government resolution approving the administrative regulation for implementing state policy in the field of civil aviation of the Republic of Uzbekistan;
- Within one month, a draft government resolution on measures to improve the air traffic management system of the Republic of Uzbekistan;
- Within two months, a draft government resolution on establishing an educational institution for training pilots and flight attendants;
- Within two months, a draft government resolution approving the regulation on the formation and distribution of funds of the Aviation Support Fund;
- Within three months, a draft law introducing amendments and additions to the Code of Administrative Responsibility of the Republic of Uzbekistan, aimed at improving the list of administrative offenses related to violations of civil aviation rules and strengthening liability;
- By October 1, 2026, a draft of the new edition of the Air Code of the Republic of Uzbekistan, based on ICAO standards and international best practices.
In addition, starting from January 1, 2026, allocations from the State Budget for maintaining the “Uzaviatsiya” agency will be canceled.
Furthermore, beginning in late 2025 and for subsequent years, the 20 percent allocation from the net profit of the state enterprise ’’Uzaeronavigation center’’ to the Civil Aviation Development Fund will also be abolished.
